Will the Ion3 charge the Relion 5200 since it is a 4 cell battery? If Im reading the specs right it shows this charger detecting 2 and 3 cell only.

You bet.  The Relion 5200 is a 4 cell pack physically, however as far as a charger is concerned it is really only a 2 cell.  This is because the 4 cells are paralleled together making the battery a 7.4vdc pack or 2 cell.

Ref basic ion cube just purchased. I am using a 12 volt 16ah gel cel to power cube.  Spec indicate a default charge rate of 1.5 amp but actually measuring charge current to 2600 ma battery (new) with Fuke 87 meter  equals 860 ma charge rate.  Battery read 7.29 at 1 amp load before starting charge.  Will the 13.8 volt power supply you suggest get the charge current to 1.5 amp?  Does the charge rate fall off as battery is charged, thus maybe closer to 1.5 amp with fully discharged battery?

On a single battery your 12 Volt Gel cell should be getting the Job done. 

The charge rate does fall off as the battery reaches fully charged, however this does not happen unit the battery reaches a voltage of about 8.4 Volts.  This depend on the length of charge leashes and how much equipment you have between the battery and the Charger, (switch, charge jacks and so on).

We would like it if you give us a call Mon-Wed so we can ask you some more questions.  Some information that would be useful is when you did your amp test what was the VDC of that battery at that time?  What is the Voltage of your power supply.
